Start with the work you need done
There is no single best tool, because the products in this market do different jobs. Most fall into one of three groups, and a firm may reasonably use one from each.
- **Research tools**: find and cite Ugandan authority. They answer questions of law with references to cases and statutes. Wakilii and Mateeka are built for this.
- **Practice management**: hold the firm’s matters, calendar, documents and billing. Suites and SmartCase are built for this.
- **Practice systems with an assistant**: hold the firm’s work and let you run it by instruction as well as by form. PractoCore is built for this, and Uganda Legal AI combines an assistant with case management.

“Not stated” means the product’s website does not say. It does not mean the product lacks the feature, so ask the vendor.
Wakilii
Wakilii describes itself as an AI legal research platform for Ugandan law. It answers questions in plain language with each point footnoted to a primary source, and publishes full judgments and Acts. It states a collection of more than 36,000 legal documents, including more than 33,000 judgments across four court levels, as well as statutory instruments, the Gazette and Hansard.
Beyond research it offers a citator showing how later courts treated a case, analytics on judges and outcomes, drafting of pleadings and bills of costs, matters workspaces with watchlists and email alerts, and free public calculators for court fees, limitation and costs. It installs as an app that can keep key Acts available offline. Everything is free during early access, with paid plans to be announced in advance.
It suits firms whose main need is research they can cite. Wakilii’s own comparison says it is less of a client-intake system.
Note, 20 October 2026: wakilii.org answered every request with a “Service Suspended” page when we checked. The description above is from its site as read on 27 September 2026. We will re-read it when it is back; until then, treat its availability as unconfirmed.
Uganda Legal AI (ULA)
Uganda Legal AI offers an AI legal assistant, case management from filing to closure, document drafting and legal research in one product. Its pricing page also lists submissions, witness preparation and a “Debate Arena”.
Its methodology page explains that each question is first searched live, through Perplexity Sonar Pro, across ULII, the Judiciary, Parliament and the Gazette, and the results are given to the AI with their links. When that search is unavailable, the answer is labelled “Up to 2025 Law Data” and you are asked to verify every citation. The page also lists what the tool cannot do, including guaranteeing that an authority is current.
It publishes prices in Ugandan Shillings: a free plan limited to five AI chats a month and two cases, Professional at UGX 150,000 a month for one user, and Firm at UGX 500,000 a month for up to ten.
Mateeka
Mateeka is a research tool for Ugandan legislation. It searches Acts of Parliament down to the subsection and covers the 1995 Constitution with its amendments. Its case-law database is listed as coming soon. It runs on the web and iOS, with Android listed as coming soon, and starts with 25 free credits before charging per use.
Suites by AdvocatesConnect
Suites is practice management software. It lists more than 600 Ugandan legal templates, more than 30 case types, conflict checks, automated court deadline tracking, and billing with a billable-hour timer, pro-forma invoices and trust accounts. Its site does not describe AI research, and prices are not published; there is a free trial.
SmartCase Manager
SmartCase is practice management software that says it has been built for African law firms for ten years. It covers matters, a court calendar, time captured from a phone and invoices generated from that time. It publishes prices in US dollars, from $25 to $40 per user a month, payable by card or mobile money.
Lawbot
Lawbot, based in Kampala, offers a legal chatbot, a contract generator, a document and contract analyser, team workspaces and document storage, with support for several African languages and access over WhatsApp. Its plans are priced in US dollars by the number of words processed, from a free tier to $299 a month.
PractoCore
PractoCore is a practice system for Ugandan firms. It holds litigation matters, non-litigation engagements such as incorporations and tax filings, recurring statutory obligations, documents and the team in one place, and you can run it by form or by plain instruction to its assistant. Changes the assistant proposes wait for your approval.
Court dates are derived under Ugandan procedure, counting court days and public holidays, and each date shows the rule it came from for you to confirm. It reads hearings and case status from ECCMIS for matters you attach; that integration is read-only and marked Beta. It runs on the web, Windows, macOS, Linux and Android.
Its limits: it is not a research product, and its collection of decided cases is growing and not yet complete. There is no iOS app. Prices are per seat in Ugandan Shillings and quoted to each firm on request rather than published; the first 30 days are free.
Not covered here
- **Riyale Legal Suite**: its website returned an error on 27 September 2026. Re-read on 20 October 2026, it describes practice management for Ugandan advocates and firms, built in Kampala, with an ECCMIS connection that reads a firm’s cases, hearing dates, rulings and fee records into the firm’s file and diary (filing stays on ECCMIS itself), a 30-day free trial, and a flat UGX 200,000 per month for the whole firm. It does not mention AI or a procedural deadline engine.
- **Legal AI Africa**: its website showed a holding page on the day we checked.
- **International tools**: Harvey, CoCounsel, Lexis+ AI and general chatbots are built for other jurisdictions or for general use. They do not hold a Ugandan firm’s matters, and any Ugandan law they produce should be checked against a primary source.
Questions to ask any vendor
- Where do answers come from: the vendor’s own collection of Ugandan law, a live web search, or the model alone? Can you open the source of each point?
- Which courts and years does the case-law collection cover, and what is missing?
- How are court dates worked out, and can you see the rule behind each one before you rely on it?
- Does it read from ECCMIS, and does it ever file or change anything there?
- Where is client data stored, who can see it inside your firm, and is it used to train models?
- What does it cost for your number of lawyers, is there a seat minimum, and how is it paid?
- Which devices does it run on, and does it work on a weak connection?
